This year, it has successively issued documents such as the action plan for the coordinated development of "double Gigabit" networks (2021-2023) and the action plan for "sailing" 5g applications (2021-2023), so as to promote the high-quality development of 5g network construction and applications. Local governments have given strong support to 5g in terms of station site planning, resource opening and preferential power consumption. The development environment has been continuously optimized, and 5g development has made remarkable achievements in the world.

Xie Cun pointed out that the "14th five year plan" for the development of information and communication industry fully deploys new digital infrastructure, including 5g, gigabit optical fiber network, IPv6, mobile Internet of things, satellite communication network and other new generation communication network infrastructure, data center, artificial intelligence infrastructure, blockchain infrastructure and other data and computing facilities, as well as industrial Internet Integrated infrastructure such as Internet of vehicles.
The overall goal is to basically build a new digital infrastructure system of high-speed ubiquitous, integrated interconnection, intelligent, green, safe and reliable by 2025, so as to lay a solid development foundation for supporting the construction of manufacturing power, network power and digital China.
Specifically, first, the communication network infrastructure will strive to maintain the international advanced level. On the basis of the world's largest optical fiber and mobile broadband network, we will strive to build the world's largest 5g independent networking network during the 14th Five Year Plan period, strive to have 26 5g base stations per 10000 people, and achieve comprehensive coverage of cities and towns, basic coverage of administrative villages and in-depth coverage of key application scenarios. The 5g access rate of administrative villages is expected to reach 80%. Continue to expand the coverage of gigabit optical fiber network, promote the scale deployment of 10g-pon equipment in cities and key towns, and strive to reach 12 million ports of 10g-pon and above. Accelerate the upgrading and transformation of application and terminal IPv6, realize the double growth of IPv6 user scale and business traffic, and the proportion of mobile network IPv6 traffic is expected to reach 70%. We will accelerate the expansion of Internet access bandwidth, continue to improve the quality of international information and communication services, and strive to reach 48 terabits per second by 2025.
Second, the service capacity of data and computing facilities has been significantly enhanced. Build a multi-level computing infrastructure system of digital network collaboration, digital cloud collaboration, cloud edge collaboration and green intelligence, greatly improve the computing power level, and the computing power of the data center is expected to reach 30 billion floating-point operations per second. The service capabilities of facilities such as artificial intelligence and blockchain have been significantly enhanced.
Third, the integration of infrastructure construction to achieve a breakthrough. Basically build a high-quality industrial Internet network covering all regions and industries, and create a number of "5g + industrial Internet" benchmarks. The identification analysis system of industrial Internet has been improved, the service capacity has been greatly improved, and the number of public service nodes will strive to reach 150. Focus on expressways and urban roads to realize the scale coverage of cellular vehicle network (c-v2x).
Xie Cun said that in order to achieve the above objectives, recently, the Ministry of industry and information technology focused on 5g, gigabit optical network, industrial Internet, data center, Internet of things, blockchain, IPv6 and other fields, began to organize and implement special actions, and issued three-year action plans for deployment.
